{"id":10348,"date":"2025-10-24T08:09:22","date_gmt":"2025-10-24T08:09:22","guid":{"rendered":"https:\/\/toffolettodeluca.it\/?p=10348"},"modified":"2025-10-24T08:09:25","modified_gmt":"2025-10-24T08:09:25","slug":"entry-quota-decree-2026-2028-foreign-workers","status":"publish","type":"post","link":"https:\/\/toffolettodeluca.it\/en\/entry-quota-decree-2026-2028-foreign-workers\/","title":{"rendered":"Foreign employees: publication of Flow Decree 2026-2028"},"content":{"rendered":"\n<p>The <strong>Prime Ministerial Decree<\/strong> regulating entry flows into Italy of foreign employees for the three-year period 2026-2028 was published on 15 October 2025. The measure provides for a total of <strong>497,550 entries<\/strong>, of which <strong>164,850 <\/strong>for<strong> 2026<\/strong>, <strong>165,850 <\/strong>for<strong> 2027<\/strong> and <strong>166,850 <\/strong>for<strong> 2028<\/strong>, with an increase of 6% compared to the previous three years.<\/p>\n\n\n\n<p>This Prime Ministerial Decree is the natural completion of the regulatory framework amended a few days ago by Decree Law no. 146\/2025 (see our newsflash: &#8220;<a href=\"https:\/\/toffolettodeluca.it\/en\/foreign-workers-entry-italy-decree-146-2025\/\">New rules for foreign workers entering Italy<\/a>&#8221; of 15 October 2025) and, in continuity with this measure, it aims to combat illegal immigration and strengthen a migration policy based on <strong>legal, stable, scheduled entries <\/strong>of foreign workforces.<\/p>\n\n\n\n<p>Programming of the entry flows is based on an articulated set of <strong>common<\/strong> <strong>specific<\/strong> <strong>criteria<\/strong> for entries both within the quotas and over them.<\/p>\n\n\n\n<p>&nbsp;<strong>Common criteria<\/strong> include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Extension <\/strong>of the <strong>economic sectors<\/strong> involved in the programming;<\/li>\n\n\n\n<li>a significant <strong>strengthening of training activities <\/strong>in the countries of origin, aimed at promoting the inclusion of foreigners and raising their professionalism;<\/li>\n\n\n\n<li><strong>\u00a0structured cooperation with the countries of origin and transit of migration flows to Italy, in order to make regular immigration channels more effective;<\/strong><\/li>\n\n\n\n<li><strong>Incentives <\/strong>for the entry <strong>of highly qualified workers<\/strong>, with the intention of closing the <em>gaps<\/em> in strategic skills in the key sectors of the Italian economy;<\/li>\n\n\n\n<li><strong>adoption of support measures for the entry of stateless persons and refugees, in line with Italy&#8217;s international obligations regarding humanitarian protection.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>With specific reference to entries <strong>&#8220;out of quota&#8221;<\/strong>, facilitation is expected for those of<strong> foreign workers:<\/strong><strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>from countries that have signed cooperation agreements on repatriation with Italy;<\/strong><\/li>\n\n\n\n<li><strong>who are stateless refugees who have completed vocational and civic-language training courses in their countries of origin;<\/strong><\/li>\n\n\n\n<li><strong>who have taken study and training courses in Italy, whose residence permits may be converted to work permits;<\/strong><\/li>\n\n\n\n<li>who will be employed <strong>in the sector of family care<\/strong>, or with the disabled or elderly.<\/li>\n<\/ul>\n\n\n\n<p>Finally, the following specific criteria are identified as reasons for entry.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-71a973c4032c792ea68e93a902d207c8\" style=\"color:#e42a21\"><strong>Non-seasonal employment and self-employment<\/strong><\/h3>\n\n\n\n<p>For <strong>2026<\/strong>, <strong>2027<\/strong> and <strong>2028<\/strong>, <strong>76,200<\/strong> units will be allowed into Italy for reasons of <strong>non-seasonal employment <\/strong>in certain sectors (e.g. transport and logistics, metallurgy, tourism, agriculture and food) and<strong> 650 <\/strong>resources for<strong> self-employment<\/strong>. Some of these quotas are reserved for the following subjects:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td class=\"has-text-align-center\" class=\"has-text-align-center\" data-align=\"center\" rowspan=\"3\">Workers from countries that promote, also in collaboration with Italy, media campaigns on the risks associated with migration trafficking, expressly identified (e.g. Algeria, India, Morocco, Senegal, Sri Lanka, Peru, Tunisia and Ukraine) or with whom agreements are entered into during the three-year period<\/td><td has-link-color wp-elements-f9ad968022027ae4f50f3727dcde80e9\" style=\"color:#e42a21\"><strong>Season employment<\/strong><\/h3>\n\n\n\n<p>Entry is also allowed into Italy as <strong>seasonal employees <\/strong>in the agricultural and tourism sectors for citizens of the countries that promote, also in collaboration with Italy, media campaigns on the risks associated with migration trafficking, up to the limit of <strong>88,000<\/strong> units for <strong>2026<\/strong>, <strong>89,000<\/strong> for <strong>2027<\/strong> and <strong>90,000<\/strong> for <strong>2028.<\/strong> Some of these quotas are reserved for the following subjects:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td class=\"has-text-align-center\" countries expressly identified in the Prime Ministerial Decree (e.g. Algeria, India, Morocco, Senegal, Sri Lanka, Peru, Tunisia and Ukraine) or with which agreements are entered into over the three-year period.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-43197562b9e32607ef24b86b759fc542\" style=\"color:#e42a21\"><strong>Procedure<\/strong><\/h3>\n\n\n\n<p>PFor entry within the quotas, a <strong>preliminary phase <\/strong>is provided for the pre-fill of applications allowed from 9.00 a.m. on 23 October until 8.00 p.m. on 7 December, as indicated in Interministerial Circular 8047 of 16 October 2025.<\/p>\n\n\n\n<p><strong>Actual presentation <\/strong>of the pre-filled applications for work authorisation will be scheduled according to a differentiated <strong>calendar<\/strong>, with openings fixed at 9.00 a.m. on the following days:<strong><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>12 January for seasonal agricultural entries;<\/strong><\/li>\n\n\n\n<li><strong>9 February for seasonal entrances into the tourism sector;<\/strong><\/li>\n\n\n\n<li><strong>16 February for entries for non-seasonal employment;<\/strong><\/li>\n\n\n\n<li><strong>18 February for non-seasonal employees in the family care sector.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>In all cases, applications may be submitted <strong>until 31 December<\/strong> of the reference year, or in any case until the respective quotas are exhausted.
