On 5 November 2025<\/strong> Confcommercio and Federmanager signed the agreement<\/strong> renewing the CCNL<\/strong> that was signed on 12 April 2023 for Executives<\/strong> of Companies in the Tertiary<\/strong>, Distribution<\/strong> and Services<\/strong> sectors.<\/p>\n\n\n\n

Below is a brief analysis of the contract\u2019s new features, which will apply from 1 January 2026 <\/strong>to 31 December 2028.<\/strong><\/p>\n\n\n\n

  1. The increase of de facto remuneration<\/strong> for all executives included in the scope of the agreement, as follows: \u20ac320<\/strong> monthly from 1 January 2026, \u20ac260<\/strong> monthly from 1 January 2027 and \u20ac220<\/strong> monthly from 1 January 2028. The monthly contractual minimum<\/strong> will, consequently, be \u20ac4,660 from 1 January 2026, \u20ac4,920 from 1 January 2027 and \u20ac5,140 from 1 January 2028.<\/li>\n\n\n\n
  2. For the three-year period 2026-2028, recognition of a welfare credit<\/strong> of at least \u20ac1,500 <\/strong>per year for each executive. The Parties have confirmed their commitment to boost the so-called CFMT Welfare Platform<\/strong>, with particular attention to supplementary pension, health protection, education, and family assistance.<\/li>\n\n\n\n
  3. A gradual increase over the next three years in the contribution rate<\/strong> due to the Mario Negri Fund<\/strong>, which will go up from the current 2.47% to 2.62% on 1 January 2028. At the same time, the insurance premium<\/strong> to cover <\/strong>accidents in favour of theAntonio Pastore Association<\/strong> also increases from \u20ac410 to \u20ac560 per year for each executive, with a consequent increase in the total contribution to be paid to the Fund.<\/li>\n\n\n\n
  4. With the aim of also encouraging the inclusion<\/strong> of executives in SMEs, modification of the conditions under which companies that hire<\/strong> or appoint<\/strong> an executive with certain personal and\/or salary requirements can take advantage of mandatory contribution benefits<\/strong> due<\/strong> to contractual bodies (i.e.<\/em> the Mario Negri Fund and Antonio Pastore Association).<\/li>\n\n\n\n
  5. The introduction of so-called active ageing<\/strong>, namely the possibility for executives close to retirement (within three years of retirement age) to sign temporary or part-time contracts<\/strong>, aimed at generational turnover<\/strong> and transfer of competencies<\/strong>. These contracts stipulate a subsidised contribution regime and an indemnity type sanction system in the event of early termination. To make these relationships official, they must be ratified with Territorial Trade Associations.<\/li>\n\n\n\n
  6. For active outplacement<\/strong> policies, a reduction in the contribution<\/strong> due by employers to the CFMT <\/strong>(Tertiary Management Training Centre) in the event of dismissal for objective reasons (and now also for mutual termination agreements) from \u20ac2,500 to \u20ac2,000<\/strong> as from 1 January 2026.<\/li>\n\n\n\n
  7. Confirmation of the “Un Fiocco in Azienda” programme to promote the birth rate<\/strong> and encourage the return to work of new mothers<\/strong>.<\/li>\n\n\n\n
  8. The recognition of FASDAC<\/strong> fund insurance contributions<\/strong>, fully borne by the employer, for executives suffering from oncological<\/strong>, invalidating<\/strong> or degenerative<\/strong> diseases who take up to 24 months’ unpaid leave, pursuant to Italian Law 106\/2025.<\/li>\n<\/ol>\n\n\n\n
