CCNL (Italy’s national collective bargaining agreement) for Business Executives: what’s introduced with the renewal

On 5 November 2025 Confcommercio and Federmanager signed the agreement renewing the CCNL that was signed on 12 April 2023 for Executives of Companies in the Tertiary, Distribution and Services sectors.

Below is a brief analysis of the contract’s new features, which will apply from 1 January 2026 to 31 December 2028.

  1. The increase of de facto remuneration for all executives included in the scope of the agreement, as follows: €320 monthly from 1 January 2026, €260 monthly from 1 January 2027 and €220 monthly from 1 January 2028. The monthly contractual minimum will, consequently, be €4,660 from 1 January 2026, €4,920 from 1 January 2027 and €5,140 from 1 January 2028.
  2. For the three-year period 2026-2028, recognition of a welfare credit of at least €1,500 per year for each executive. The Parties have confirmed their commitment to boost the so-called CFMT Welfare Platform, with particular attention to supplementary pension, health protection, education, and family assistance.
  3. A gradual increase over the next three years in the contribution rate due to the Mario Negri Fund, which will go up from the current 2.47% to 2.62% on 1 January 2028. At the same time, the insurance premium to cover accidents in favour of theAntonio Pastore Association also increases from €410 to €560 per year for each executive, with a consequent increase in the total contribution to be paid to the Fund.
  4. With the aim of also encouraging the inclusion of executives in SMEs, modification of the conditions under which companies that hire or appoint an executive with certain personal and/or salary requirements can take advantage of mandatory contribution benefits due to contractual bodies (i.e. the Mario Negri Fund and Antonio Pastore Association).
  5. The introduction of so-called active ageing, namely the possibility for executives close to retirement (within three years of retirement age) to sign temporary or part-time contracts, aimed at generational turnover and transfer of competencies. These contracts stipulate a subsidised contribution regime and an indemnity type sanction system in the event of early termination. To make these relationships official, they must be ratified with Territorial Trade Associations.
  6. For active outplacement policies, a reduction in the contribution due by employers to the CFMT (Tertiary Management Training Centre) in the event of dismissal for objective reasons (and now also for mutual termination agreements) from €2,500 to €2,000 as from 1 January 2026.
  7. Confirmation of the “Un Fiocco in Azienda” programme to promote the birth rate and encourage the return to work of new mothers.
  8. The recognition of FASDAC fund insurance contributions, fully borne by the employer, for executives suffering from oncological, invalidating or degenerative diseases who take up to 24 months’ unpaid leave, pursuant to Italian Law 106/2025.
